Is it free or what distinguishes who pays and who does not?

A RM counseler is a licensed by HUD and generally calls, rather than personal contact, the br's.
Their fee is included in the HUD.

Some agencies offer free RM counseling

The director of the local Consumer Credit Counseling Service (CCCS) office told me that they received a grant from HUD then enables them to do free RM counseling.
