When an Illinois signing agent states he / she does home inspections what does that really mean?

In general, as an NSA, it means that they work for companies who do very minor inspections... to see if a claimed insurance loss has actually been repaired--that type of thing.
A 'real' Home Inspector (in most, if not all, states) is way over-qualified for this low-paying type of work and is usually licensed.

Steve I've worked for a couple Home Inspection and Business Inspection Companies. Believe me when I say it's not worth getting in your car!

I have never done a "home inspection”, however I have done several "Business inspections" and inspections of properties in "distress" . Most of the hiring companies will pay around $40-$60, its not worth it, they are not generally "fast" or "Simple" there is usually a list of questions you have to ask the owner of the property, then in most cases you have to log into a secured website and input the answers there, and in addition most of these inspections requires lots of pictures, so you have to have a digital camera and patience because then you have to upload pictures to the secured website. The only benefit so far for me has been doing the inspections on Lenders offices, I am able to meet new lenders and give them my business cards. Hope this helps.

They just don't pay enough. Offering less and less. The last one was for $6.
