California Power of Attorney
I am going to be in Chicago and I had a friend ask if I could notarize a California Power of Attorney for her while we are there (Chicago, IL). Our sons are graduating from Navy boot-camp. Her son is then going to North Carolina and she'd like to get the doc notarized while they are together in Chicago.

Find a very nice Land of Lincoln notary to do that.

Inasmuchas you are not commissioned in the state of IL, you are not authorized to notarize in that state. Period. Your CA handbook will tell you that! That is Notary 101.

Virginia would allow me to do this IF the document was to be recorded in Virgina. Crazy, right? I personally will not notarize outside of Virginia because I do not know how you would address the venue and all that, but it is allowed per VA notary law.

A commissioned CA notary can notarize signatures anywhere their feet are planted, as long it's within the borders of CA. You CANNOT notarize outside of the state nor can you hold a dual commission with any neighboring states.

You have no authority to notarize anywhere outside of California, no matter what the document may say. I suggest finding a local notary where you will be at.
