Good one - it's true! Penn STATE is really a misnomer! 
Anyway, you are fortunate in PA to have what is probably the best statewide notary association in the country - The Pennsylvania Association of Notaries. They have email and phone hotlines for notary questions, and a lot of benefits - highly recommend checking them out!

Depends on what you mean by "spousal" state.
Dower and curtesy were abolished in favor of statutory intestate succession laws. Pa. Stat. Ann. 20-2105. Pennsylvania is not a community property state and no homestead laws exist in Pennsylvania. Acquisitions of real property by husband and wife are presumed to create a tenancy by the entirety.
Witnesses are not generally required on conveyances (deeds) executed in Pennsylvania. However, in the case of a corporation, some counties require a corporate officer, preferably the secretary, to witness the execution of a conveyance. (Lender and/or Title company may request witnesses for real estate conveyances.)
Witnesses are not required on mortgages executed in Pennsylvania. However, in the case of a corporation mortgaging corporate property, some counties require a corporate officer, preferably a secretary, to witness the execution of the mortgage. (Lender and/or Title company may request witnesses for mortgage execution.)
Any deed or mortgage executed and acknowledged in accordance with the laws of another state will be accepted for recordation in Pennsylvania.
