label more than 1 time (ie you print it a second time)?

You can't use the label twice because when it is scanned in, the system will then prevent the use of another label with the same tracking number. Which ever one gets scanned in first will automatically disqualify the second one from being used. I think that if the sender has an account, the second one would be sent but the fee charged back to the sender. However, I am not certain if in fact the second package with the duplicate label would even be delivered or returned to sender.

As long as you have never used it to ship anything, yes
The number should still be a good number, depending upon how long ago it was created. If never used, you can use it. If it has already been used, I would get a new one.

Yes - it has happened to me and you can do the same with FEDEX. Tracking may be a little trickier. FEDEX will show allow you to choose the date based on duplicate #. I think UPS brings up only the last/latest ship

My fedex and ups drivers scan the labels. If it comes up as a duplicate they are not permitted to take it. To do so would not only create a tracking problem, but also a billing problem. The carriers regard the attempted use of a label more than once as fraud.

It's happened to me too. Got a frantic call from SS saying package had not been received. Checked FedEx online tracking and found that there had already been a package shipped from Arizona using that same label. There was an indication of a duplicate tracking number - I clicked that and found my package. The label was set up for standard delivery, not priority, so it was still on the truck and would be delivered to TC in early afternoon. This was a label that was provided by TC and forwarded to me by the SS. The TC set it up for standard delivery and then had a cow when they didn't receive it in the morning! DUH!

Fraud statement on the Federal Express label:
"Warning: Use only the printed original label for shipping. Using a photocopy of this label for shipping purposes is fraudulent and could result in additional billing charges, along with the cancellation of you FedEx account number."

I had no idea the label had been used before - it was
given to me by the TC/SS and I used it. It was generated on the TC's account, so any repercussions would be on them. They gave the same label to two different notaries in two different states.
