Interesting pamphlet about FL civil-law notaries

I never quite understood the purpose or powers of Florida civil-law notaries but came across this little book, which is an interesting read:

Yes, Florida civil law notaries are attornies who practice international law and need to authenticate and act or attest to the validity of a document.

They fall under Fl statute 118

I know what they are just did not understand what exactly they did. Seems like a foreign concept to me.
