Does anyone have experience using the ELECTRONIC NOTARIZATION SEAL sold by NOTARY ROTARY?

I do -- I have one and I love it! HOWEVER... you have to be careful in how you use it. Either make sure that when you use it that you don't just save the file and send it to someone in a way that they can use your seal. How you handle that is up to you and your technical proficiency.

I use it all the time with my laptop and an electronic "Bamboo" pad to capture signatures -- and we then generally print it out right there, or I create an encrypted PDF file that can be emailed. I only recommend that for those that have, and know how to use, the full version of Acrobat, including encryption and electronic signatures. I use this most often at one particular attorney's office who sends depositions and others paperwork electronically.

It does not take the place of personal appearance... I still use a paper journal for that. We just handle the signature and seal in a different way.

Those of you who have received E&O paperwork from NotRot have probably seen what the e-seal looks like.

I am in the process of researching if electronic notarization is legal in the state CA and how does one become an electronic notary. I have not had much luck in finding this out. I am a member of the NNA however the do not support E-notarization. Any info you could supply would be helpful.
