PA notaries - can you clarify?
I had a PA notary tell me that she is allowed to certify, under her notarial seal, anything of which she has personal knowledge.
For example, if I was a PA notary and I happened to witness the birth of a child, the PA notary has the authority to issue a certificate giving the details of the birth.
This comes into play with these illegal protest/presentment things, which usually involve a notary issuing certificates stating that certain documents were mailed on certain dates.
Doesn't sound right to me, but can a PA notary verify whether this is true or false?
