i can't speak for them all...
but i can say that for the SS i have worked with, a big problem is accurate record keeping. before starting my own bookkeeping practice, i worked for a small accounting firm whom had a couple clients that operated legitimate SS (not these guys who are just looking to make a few quick bucks). like many small business owners, they underestimate the importance of accurate record keeping. i've even seen the use of internal (and confusing) spreadsheets in place of accounting software to track payments and expenses. on average it took about 3 months to enter all the historical data, pay all the overdue vendors and train the company staff to implement a better system. again, this doesn't account for them all but for the ones who actually see their business as a long-term venture and hire help, there is hope! bookkeeping is also great for notaries! i have to say, those who take their profession seriously and can handle their cash flow have a better chance of getting paid on time.
