A few ideas--
Did you check the firewall settings? Can you bypass the server and connect direct to the Web? Have you recently updated Acrobat? A few times I've had similar troubles with downloads "sticking" and it was a result of an incomplete update installation. Last thing, make sure you're clicking, not double-clicking the download option. Sometimes I accidentally double-click and it will tell me "two hours to download" or something like that, and I realize I've requested it more than once, so I cancel the download and try again.
Kind of basic triage there, but those have all done the trick for me.
