I am a notary public in California. Can i certify the copy of birth certificate or marriage license for the clients? Please advise.

NO!!!

Birth certificates and marriage licenses are vital records. The client needs to order those. Here's a suggested website: www.vitalchek.com

There are only two things a California notary can certify. Study the handbook, as Linda advised.
