Re: Attorney States...off the top of my head
Delaware W. Virginia South Carolina Georgia Massachusetts (may be just attorney-restricted)
I think there's a couple more but they escape me at the moment....but one question - I thought NY was attorney-only for purchases only - not for refi's, HELOC's - if you're right there's a bunch of NY notaries in a boatload of trouble!!

What??
NY is NOT an attorney state. Where did you get this information?
In our part of NY (NYC, LI, and as far north as the Hudson Valley), attorneys are almost always involved in purchases, but they are NOT required for re-fis, HELOCS, CEMAs, reverse mortgages, etc. And the "requirement" is more custom than anything else. Move north of the Hudson Valley, and everything changes.
I have heard it said that there are two ways of doing real estate - the way it's done in the NYC area, and the way it's done in the other 49.5 states...
