PA Notary Advice: Registering FL titled vehicle

I have a FL seller who is selling a FL titled vehicle to a PA resident who wants to drive the car back to PA.
It is my understanding that PA notaries handle the titles, but what would you need from the seller/buyer/FL notary in order to title the car?
How can she acquire tags to drive the car back to PA since MV-1 is unavailable to the general public?
We're all sooooooo confused here.
