When a company rates a notary, where are the ratings listed?

Notaries are not rated on this sight. We only rate Title companies and Signings Services.

Why is there a rating tab at the bottom of the notary's page?

Surprise, Tish! NotRot is set up to allow the rating of our members. To see it, click on the blue name of one of our contributing members, to go to their page. Then, look at the bottom and you should see a tab titled "Rate." I was also not aware of it before Suzie asked.

The rating feature has been there for some time. You can rate notaries that you save to your contacts, with the same features abou viewing them, as displayed in signing central. The only caveat is that if you rate them and want to share it with others, the notary will receive notification of your rating. So if someone rates you and publishes it you will be notified. At least that is how I understand it.
