For letter size, there are always deals. In the Sunday paper Staples often has deals for $2.00 a ream after rebates. It's usually 2 reams maximum but I go through the line twice. (I use my neighbors coupon too). Recently Office depot had a special for $22.95/case of 10 reams. All advertised in Sunday paper. Legal size is a different matter. Much harder to find deals. I do buy Walmart's often. It's good quality paper.
