Foreign Papers (copies of)
Need advice on this matter. Received this email. Should I be concerned with the original documents? She only has the copies. Thank you
I search on the internet regarding notary service and find you are near the Brookhaven area. I have some foreign documents from China: college transcripts, diploma and so on. They are all original. As the board of education requires me to send them either the original documents or notaried copies of the orginal, I feel more comfortable to send them the notarized ones. Would you be able to provide the notary service for foreign documents? They don't need to be translated. All I need is the notarization. If you do, how much will you charge per page?

"Certified Copy
A copy of a public record signed and certified as a true copy by the public official having custody of the original. A notary public has no authority to issue certified copies. Notaries must not certify to the authenticity of legal documents and other papers required to be filed with foreign consular officers"

This has come up before on NotRot, and the following was suggested by one poster. Looks like a plan to me.
CERTIFICATION OF NON-RECORDABLE COPY
State of Texas
County of ___________
On this ____ day of _____________________, _______, I certify that the attached document, and the duplicate retained by me as a notarial record, are true, complete and unaltered photocopies of ___________________________________________________ _______________________________________________________________________ presented to me by the document custodian, ___________________________________, and that, to the best of my knowledge and belief, the photocopied document is neither a public record nor a publicly recordable document.

Copy Certification by Document Custodian
In most states that don't permit notaries to certify copies, you may be able to have the document custodian write a statement attesting that the document is a true copy of the original, then notarize his/her signature. You can do this directly upon the copy, or on an attached sheet, depending on customer preference.
In this way, THEY are certifying the copy, not the notary; you're only notarizing the signature on their statement.
Always check with your SOS when in doubt.

The short answer is that we cannot do that here.
I believe you CAN notarize a statement from HER that says the copies are true copies of the originals, but I don't think that would be acceptable to the Board of Education. She's probably going to have to give them the originals, with the understanding that she must have them returned. Once they've seen the originals, they can make copies for their records.
