Texas Notaries Can Make Certified Copies of Passports
The answer that I received...
"A notary public can make a certified copy of a passport or if the owner of the document presents a photocopy of the original for notarization, a statement must be made by the owner to the fact that it is a copy of their original document. This statement must be signed in the presence of the notary public and the notary must complete the appropriate notarial certificate. Thanks, Authentications Unit"

"May a Texas notary make a copy of a passport or a driver's license and copy certify it?
--If so, will the notary certified copy be eligible for an apostille or certificate of authenticity?
If not, may a Texas notary allow the custodian of the passport or driver's license make an affidavit regarding the same?
--If so, will the affidavit be eligible for an apostille or certificate of authenticity?"

Just got word. The SoS says it is okay.
As to the reversal of opinion, I'm glad, it will be very convenient, and "...further, affiant sayeth naught."
