Anyone confirmed a modification and when the confirmation came in it was for a full refinance but had the modification fee as the agreed upon signing fee?

I have seen modification inside of a refinance package but I did not say anything because it was just another notarization and not another trip. And it was from a good client.

this is not a modtfication. it is a full refinance and the fee confirned is a modification fee

Mistakes happen - and sometimes the party that hires you is only going by what they were told. You may be doing your client a big favor, as they will likely want to re-negotiate with whomever hired them. It's hard to know who is responsible for the "bait & switch" or if it was just an honest mistake. If it's a good client - or even a new one with a decent reputation - I like to give people the benefit of the doubt, barring any other reason not to do so. I'm glad you found that to be the case in your situation.
