In Washington state does a lease agreement and community guidelines need to be notarized to be legal?

Notarizing a document never makes it ‘legal’ or not. It just means (in most cases) the signature has been witnessed by an impartial third party that has been commissioned to do so. You need to check Washington’s RE statutes. Or as Robert says, haveum call a lawyer.
