Are there any states that still issue
commissions that restrict the notary to act within a single county?
The only one I could think of was Alabama - but I beleive that they have phased out the county commissions.
Louisiana still has notaries limited to a parish - and to other reciprocating parishes - but I believe all newly-commissioned notaries in Louisiana are state-wide.
Would be interested to see if any states still have such a restriction.

Texas notaries are not restricted by their commissions to one county. Geography is a different matter. Some Texas counties are larger than some wienie-assed states. If you are a notary in Alpine TX and get an assignment across the county line, you make sure you fill up the car before leaving, pack lunch and supper, and tell the kids you'll be sure to be back by their next birthday.
The true professional forebears of West Texas notaries were Lewis & Clark.

Yes, all new Louisiana notaries have statewide jurisdiction
In 2005 a new statewide examination was instituted and all newly commissioned notaries in Louisiana are now granted statewide jurisdiction. However, you're still considered "commissioned" in your domiciled parish and most all stamps and seals, unless specialty ordered, will reflect that commissioned parish. I had a stamp made, however, that refers instead to "State of Louisiana". I earned it!

Not in Ohio; notaries must obtain their commission in the county of residence but can notarize in any county in the state. jer/Ohio
