Funny thing it happened Yesterday at FEDEX KINKOS
I took all my packages in legal size cardboard envelopes, they weight them and all of them were more than a pound, so the girl told me that all of them need to be put in the legal size "pak" the one that looks like a bag type,that I can not ship if weight is more than pound.
I know that escrows get charged a little more if shipped in those but I am not going to argue with fedex if they are the one refusing my shipping, these packages were between 100 and 150 pages each. I wonder if I just drop them without asking for a receipt they will change to the other envelope by themselves.
One time one fed ex employee weighted my package and it was more than 2 pounds and he just put that it was one pound. And it was in a cardboard envelope.

I do this all the time. Almost ALL my packages are over a pound. The FedEx person just weighs and re-labels the legal package, never a problem. I ALWAYS get a receipt.

Same here - they weigh the legal envelope and put a small sticky label with a new bar code over the old one. Then issue a receipt.
To the OP - if you had placed packages in a drop box yes I'm sure they would have figured out how to ship them without repackaging!

According to my FedX employed husband
The packages are re-weighed as they are go through processing at the Memphis hub. If a package is in a letter envelope but the weight is such that it should have been in something else (a pak or the baggy things), for example, then the company/person associated with that account will be charged accordingly. In other words, they -- FedX -- will adjust the price of the shipping and charge the account for the correct weight. The type of package itself is not changed, but the price is adjusted to show correct weight.

A lot of the pre-printed labels are mis-labled by the shipper.
I use to use boxes (thought that was more secure) but now everything goes in a sturdy-pak. FedEx will make the adjustment as mentioned.

It is my understanding that some accounts have a weight
waiver on those envelope and they get charged for 1 lb no matter the weight. I think it's only available to high volume accounts.

This is true, they are called BWE accounts. Does not matter what the weight or type of envelope is used. I had one Kinkos employee tell me I couldn't ship in the letter size because of the weight, manager came over and said it was ok because it's a BWE account and explained it, I learned something that day.

My ship center says it'll be charged as a pack if over 1lb,
but that it isn't required to be in a pack. They understand that packs aren't the best for documents, they can sometimes get mashed up.
So yes, anytime it's over 1lb, it does get charged pack weight, but they don't care what it is packed in.

I'm in Georgia and a Fedex employee ripped the Pak open in front of me and put it in the flimsy package and told me the same spill about the weight. He then told me they open all packages that weigh more and change the package. I worry about the liability behind that.

Over the years, I have heard umpteen versions of what FedEx does, what I'm supposed to do, what will happen if I don't do it, ad infinitum. But if I ever saw a FedEx employee open one of my packets, I would report him. What he CAN do, and SHOULD do, if he doesn't like your mailing choice, is put the whole thing, unopened, in another envelope.

Seriously think about effieciency and liability folks
Opening a package in a store is one thing. And with the rapport I hope I have with the FedX staff at my local store I would hope they would suggest I upgrade to a larger package personally rather than open it themselves. But if they even started to open it you can be sure I would be yelling STOP and MANAGER in the same breath--then calling Sr. Manager husband to pull whatever clout he might have over Kinkos manager.
Just think about the volume of packages that both UPS and FedX process every night in a windows of 2-3 hours in their respective hubs. By the time the planes land, they unload the cans off the planes, take the cans to the hub for processing, process all the packages, reload the cans, and reload the cans on the planes and get the planes off the ground - they don't have the time to open and repackage every letter envelope that is overweight. Let alone the potential liability of opening someone package. That's a big no-no and something that would--according to FedX manager husband--get an employee fired. Unless of course, the drug dogs happen to be walking along the belt and stop and start pawing at a particular package, as husband has said they sometimes do. But that's another story for another time.

Wow...this has been happening to me too. I put approx 150 pages in a pak and now all of a sudden they are saying no can do. I guess it is best to use the bag type envelope huh? Geez.

Let's get the terms right
The flexible envelopes are the Paks. The cardboard envelopes are the envelopes. Both come in letter and legal size.
The boxes are called boxes. The triangular shipping containers are called "Gee, I didn't know they cost THAT much."

Remember a certain TC in Clearwater , that used to fine
a NSA $25 and threaten neutering, if NSA failed to use a legal size envelope, including taping it shut if it had , sometimes , 200 + pages crammed in. Well, I believe that this was the reason. They hac a special price with no weight limit if shipment was iin a legal enevelope.
And IMO, FEDEX OFFICE id kind of Fedex lite. Different rules if you go to an actual fedex facility. I have had Fedex office people tell me that they can not process a particular shipment because of the pre printed label attached, and that I should just drop it into the box in the front of the store and that the driver would deal with it.

Awhile back I went to a location I don't normally frequent. It was out of convenience and proximity to a signing I had just completed. Lo and behold it was a huge loan package, bursting at the seams. The Fedex employee said it would need to be shipped in the floppy pak. I almost freaked out and was ready to stop him if he was to make even the slightest attempt to open up the envelope.
Instead he put the envelope inside a floppy pak and it got to its destination just fine. Otherwise the employees at my regular location who know me just put on a new label when the package is overweight.

Legal size fedex envelopes are still available in the fedex
supply list. Fedex and Ups reserve the right to open and inspect any envelope or package tendered to them, as do the locations where they are dropped. It is a question of liability.

Thank you all! I just ordered more of the above as well as the sturdy pak. I used the flimsy legal pak on a huge doc set recently but it worried me so I'm glad there is an alternative (sturdy pak).
