NC quit claim deed

I have a NC quit claim deed to get signed today. The first page has a block at the top that says "Verified by____________ County on the_________day of__________2011 by_______"
Right above it is the tax id number.
Is this intended for staff at their register of deed's? I think it's for the person that confirms the tax id.
