I learned MS Publisher in college, and I absolutely love it. It takes some getting used to, though. I learned 2007, and I recently upgraded to 2010. I have the book and the program for 2007 if you'd like to have it. It does take some tinkering to get used to it, but I really love the ability to manipulate everything on the page, and the results are usually very nice.

If you are outsourcing your printing, be aware that many print shops don't like MSPublisher. You can usually get around that by saving to a pdf. You can probably find the background your need from digiscraps.com, some are (or at least used to be) free, but all are really, really cheap (< $5). You can also, with a lot, lot, lot of tweaking use Photoshop Elements, and format your original, then save as a jpeg and paste into another program to print. I am the ministry assistant at my church and do lots of the graphics stuff for them...this is my way to get by on the cheap. Hope that helps.
