Border States witnessing
seeking clarification (have not found in my handbook) if we live on Border states . Can we witness sigining in both States ?

If your commission is in the State of IL, then you can only perform notarizations in IL. You CANNOT use your IL commission for another state. However, look up the bordering state and see what their laws say on getting commissioned in that state too if possible. I do know some that are dual commissioned in 2 states. Page 28 of the IL handbook has some info.

I live in IL and very close to the IA border. I am commissioned in both states. The only other way would be for the client to travel to IL if I was not commissioned in Ia but this is not for the convenience of the client. Therefore, I am dual commissioned.

Another thought
I have been called to notarize Arizona documents with the resident crossing the border to my side when an Arizona notary could not be scheduled. While I can't use my commission in another state, there is no law in California to keep a resident from another state to cross the border for my services.
