Let's all hope that the President easing of loan requirements will give many more borrower(s) the chance to refinance.

I know this could potentialy be huge in CA AZ NV Fl and several other states.
Time will tell.

Since this is another case where it is NOT MANDATORY for the banks to cooperate, I somehow doubt it will be effective.

As mentioned above

What bank would want to give a loan to a upside down deal. The only way a bank would do it is if the Fed's gave the difference from value to what borrower is upside down.

So this program will fall flat and is just a election spin.
