SC is an attorney state, but
to answer your other question: Fees are what each of us will accept, regardless of where we are located. Obviously, if you're in a notary-saturated area, there's always a few who seem to like to make banks lots of money by working for nothing.

From ASN re fees:
Fees to Charge - Allowable South Carolina Notary fees: • For taking a deposition and swearing witnesses, $0.25 per copy sheet; • For a duplicate of a deposition, protest and certificate, $0.10 per copy sheet of one hundred words; • For every notarial certificate, with seal, $0.50; • For administering an oath for an affidavit, $0.25; • For taking a renunciation of dower or inheritance, $1.00; • For every protest, $0.50, together with the cost of postage for transmitting notice thereof.
And yes, SC is attorney-only - telephone presence IS acceptable.
