If it is an embosser, not an ink stamp, it may be an attempt to show that the Notary was present and did not get the signatures and there was no switching of documents. I recall seeing some discussion of this here six-ten months ago and also in the articles at NNA. People in those items had suggested this crimping or embossing as an added attempt to show the integrity of the work.

My guess
I'm with Jan; the notary did not know what she was doing.
Odds are great the signature line was "___________________(seal)" and the notary thought that meant her.
One would think, considering the range of documents requiring notarization and magnitude of the transactions those notarizations affect, that the individual states would require far more training than they do. Sadly, that is not the case.
