can this be hand-written if your stamp doesn't
have it and the document doesn't say it?

Always follow the rules of your state. I have always printed the date my commission expires.

My commission expiration date is on my stamp. But I always hand write it too..

It's probably a good idea if your seal doesn't have it. Mine does... so unless there's a space for it on the certificate, I usually don't write it in. Ca state laws are picky about the seal be legible and reproducible... so there's really no reason to write it a second time.
