"Electronic signings" can mean many things. It can mean electronic signing of documents that don't need to be notarized; that does not seem to be too controversial. However, an outfit called MERS has been advocating electronic notes, and they are also smack dab in the middle of the mortgage crisis, so the whole world hates MERS and I personally hope that a a constitutional amendment is made allowing torture for the people who ran MERS.
Electronic notarization with personal appearance of the signer before the notary is legal in many states, but have only caught on in a few places for certain high-volume documents, and in many cases the records offices will only accept them from firms that they have special arrangements with.
One state is going to start allowing video-conference notarizations next year; it's anybody's guess whether other states will recognize such notarizations that were performed out-of-state.
