I can't do that today in my state as a notary, but maybe in 2013.
In Vermont, in addition to the usual powers, notaries may "perform any other act permitted by law." (24 VSA § 445) A law that has been passed in the Vermont House and is being considered by the Senate will require requests for vital records sent by mail to include copies of acceptable ID (driver's license, passport, etc.) AND "shall include a notary public statement of identification of the applicant." (Senate calendar for April 5, http://leg.state.vt.us/docs/2012/calendar/sc120405.pdf ) I suppose former Vermonters who have moved out of state and need a certified copy of a vital record are out of luck, cuz all those out-of-state notaries can't do notary public statements of identification.
