I don't think Harry is going to embark upon a wholesale reworking of the ratings system. I think he might consider a relatively easy plugin on fees. If we present him with a laundry list of things we'd like to see done, I don't think we will get any of them.

So...a plea: Can we limit our comments at this time to only adding a fee component? Later, in another thread, we can all offer any suggestions we have for improvements across the board.
