WI notaries, can you provide info?
Is there a specific state department or agency I can contact regarding a title company in Wisconsin that is dodging payment and may need to be reported? Any info is appreciated, thank you.

The company is Northwest Title Agency
The branch in Madison, WI (also listed on the confirmation was TitleMaster )

The only one I see in SC is for another branch in MO. I think they have many offices in many states, but I dealt with a WI office

You can report them for failing to fulfill contractual
obligations in a real estate transaction, usually with the Bureau of Insurance. That makes the TC squirm enough that they often times cough up the money. I got help once from the NC Secretary of State - of course it helped that the company I was complaining about had not filed and paid their current corporation filing with NC, yet was continuing to operate. NC Sec of State initiated procedings to close down the company, which got their attention.

I'd send them a very well thought out collection letter, stating the facts, then give them a date to pay by, add late fee per month (allowable per your state debt collection laws) on the outstanding account.
Recommedn to send all of these types of collection letters, certified mail, return receipt requested. So when they receive the letter, they'll have to sign the little green card which will then be mailed back to you as proof they received it. If you go to small claims court, you'll need to show proof on how you've attempted to collect the debt owed you.
I'd send the collection to the registered owner of the corporation as well as the branch office that actually called you.

And to add on to that, if they refuse to sign the green card and the letter comes back as refused, keep it UN-OPENED so you can submit it to the court as proof that you attempted to communicate with the company that owes you money, but they refused to respond.
