A dog identifies by scent and our pheromones (scent) are strongest at our reproductive organs (aka the crotch). So to identify you as male or female; friend or foe a dog smells you to make their first impression.
It's one of the most strongly scented areas of the body (yes, even if you wash it a lot) and dogs don't have great eyesight--but they can smell way better than we can. A dog knows if it's met you before by your smell--and what's more "you" than your crotch? For us, it's gross, but for dogs, it's like an ID tag.
This is how dogs recognize and remember each other. The sniffing of your nether regions also informs them of what your diet has been and whether or not you are ill. There are even some indications that dogs can be trained to detect certain types of cancer and other problems by sniffing. So it is distressing to be a victim but it is the way our best friends operate.
Of course, no one should be assaulted by someone's dog (or other animal), but when we understand that a dog behaves as is natural in the canine world, then offense should be directed at the true offender - the HUMAN who failed to confine the dog.
