Borrower's license has been revoked
Has work license without picture. has expired license from 2011. Does not have any other govt. issued ID. any suggestions?

Credible witness might be the right answer. I was just reading Va. handbook again and it does not say the drivers license has to be current, it only states a forien passport must be unexpired.

Have dinner with him and his family. Go to his son's Little League game. Visit his church Sunday, have a beer with him at his favorite bar Monday, then use personal knowledge to ID.
Charge appropriately.

Isn't that a little extreme? I would assume the lender and signing company have made significant efforts in knowing who their client is. If I have to travel an hour to a signing, then spend up to an hour with completing documents, and return - why would I get involved in his/her life? When I tell them I'm coming, what I want to see AND ask that they have a color copy made for me to return with the package.

Subject to VA law; if you feel it IS the guy (photo, description, signature on old license match) and he has other conforming documents, I’d notarize. JMO

Is license revoked or expired?
Makes a big difference as to his ability to obtain another.
In FL, we can use a suspended DL if it was issued within the last 5 years.
I, personally, would not jump to CW's without the revoked/expired info clarified. I don't like using CW's anyway and IMO the ability to use them is interpreted far too loosely in the notary world.

You never know. Yesterday I had to identify a person (not for notarization; for disaster aid after a house fire). The person didn't have ID card due to fire. My next door neighbor was at the fire scene; it turned out she was the landlord.

Key words - "not for notarization"...
and even IF for notarization, in this instance in FL that would qualify for 2 CW's - that's an extreme scenario.
We're not talking about extremes here - the OP said a revoked/expired license - and IMO anyone with an expired license who just hasn't gotten around to, or been bothered to, or cared enough to, get it renewed does not qualify for use of CW's.

Yup! Most States issue a photo ID card if you don't drive, or had a DL problem...and then there is always a passport. a bit expensive but..... Maybe as a Notary I think about this stuff more that the average guy...but really there is no excuse for not having proper ID unless (you're voting in Chicago) or your house burns down and you lost your wallet, or....

Agree with Les - this is the notary's arena
And this MAY be GNW - can't always jump to the conclusion that a lender or title company is involved.

The order of preference expressed in the Vermont notary manual is
1st: Personal knowledge
2nd: One credible witness who is known to the notary; giving the witness an oath is suggested but not required
distant 3rd: Photo ID
I don't know how hard it is to get authentic-looking fake ID, so its hard to say just how unreliable photo ID is. Certainly the reliability of personal knowledge and a credible witness vary from one situation to another. For example my personal knowledge of my next door neighbor is good, but my personal knowledge of a friend from childhood who I have kept in touch with is excellent.

in WA the license gets "punched" when revoked.
It's my understanding that it's still valid ID, but you can't drive with it.
In the position of someone who doesn't have the actual card or the card is expired, I know I can't take it, I ask for a passport or military ID.
In the absence of those, I turn it back to the title company. Valid ID is "Unexpired, and carries a photo, physical description, signature and birth-date." If you don't have it, I don't sign.
We have the extra-pain-in-the-rear credible witness requirement here that the witnesses must be known by both signer and notary (I've never been able to muster those!)

It depends on your State laws. At one time here in Colorado we (notaries) were given great latitude about the signers ID. Now we must have a valid photo ID.
