Do they exist? Are the requirements to be a NSA is DC similar to requirements for MD?
Just got a call for DC signing. Obviously turned it down but now I'm curious since the gal said she is finding it hard to get a notary for DC.

Don't know but
you could enter a DC zip code in NR's find a notary feature and see what pops up.

I googled & came up with a website. It doesn't appear
that a TPL is required, but a separate commission would be, of course. If you're close enough you might want to look into it. The NR search system is deceiving on that one, because VA & MD notaries may be close, but can't really service that area unless they are also commissioned there. Of course, the NNA would also list the requirements. :-(

In DC you either have to be a licensed title producer or have a title attorney present with you at the signing. The notary doesn't have to be licensed if a title attorney is present.

We have several non title producer and non attorney notary signing agents located within DC.
I believe they cannot notarize real estate transactions for properties within the District, but we have completed many out of the District signings within DC for out of area properties.

To become commissioned in DC and MD
I was told by both governments that you must either work or live in those areas to obtain a notary commission. I'm 1 mile from MD and 2 miles from DC, get calls all the time.
