New Hampshire free ID for voting only

If you look on the NH SOS page, you will find, under the Election Information column a link to "Voter ID Cards Now Available". I sent an email asking for more information, and found out that the IDs will be marked in red "For Voting Purposes Only" and will be in a vertical format; NH non-driver IDs are usually in a horizontal format. Also, there will be no date of birth.

So evidently since the holders did not pay for these IDs, NH would like us to not accept them as ID except for voting. But of course, NH has no mechanism to force out-of-state notaries to comply with the restriction.

NH residents who have an NH driver's license or regular non-driver ID are not eligible for the free voter ID.

If someone with one of those "voting only" IDs tried to use it in CA, they would not be able to for a primary source of ID due to the lack of a date of birth under our SOS rules.
