American notaries can notarize documents going to other countries. But sometimes the other countries want format requirements, such as a notary seal on every page, that are not compatible with the rules in some states unless there is a signer's signature and notarial wording on every page.

Why is the subject property an issue? After careful
identification, we notarize signatures within our state-mandated Notarial blocs. The type of Certificate is determinded by the requester, and in this case, it would be up to the requester(s) to know the laws of his land.
A POA is a frequent document used to conduct family and other business. Not sure what your concern is there.
