I doubt we will get a true answer about this. Only one company has said something about it and they dont require a particular background check. Just anyone in the last year will do. Either way, I want to read this so called new regulation myself.

Well, I'm guessing at what you're looking for ...

Here is a link to a bulletin from the CFPB in reference to the risk management of service providers, which is what I'm going to guess is what you're looking for? The bulletin contains links to the deeper aspects.

My OWN nutshell version: As it applies to us specifically, nobody (lenders, title agents) can distance themselves from any potential risks to consumers that we might pose. Just because they might not have contracted directly with any service provider provides them with zero protection, they are legally responsible.

From the homepage of CFPB, under the "Law & Regulation" tab, you will find everything else (under one heading or another). Most of the rules we've seen discussed in the forum are still open for comment, and bulletins outlining them can be found under the "Guidance" section of the above tab.

I read the Federal Register documentation of this new rule because of PayPal's requirements for personal information on a business account. As I read it, if someone sells stamps from a store not a post office, they are to follow this rule. PayPal says it's a law that went into effect in April 2012. I don't see anything other than a rule that hasn't been finalized, and that is very invasive by the stated requirements.
