Possibility: Sounds to me like ...
borrower failed to come in with required cash to close; therefore, the deal was dead.
However, that's not your fault, and you should be paid. Still, since nobody got paid, and the NSA is at the bottom of the totem pole, it doesn't look good for you unless you had an agreement with your hiring agency that you would be paid full fee no matter what. This very topic has been discussed here a zillion times. I'd certainly go after them for collection.

Dept. of Insurance
Title Insurance Companies are regulated by the Dept. of Insurance in that state. Draft a complaint letter to them and mail/fax/email to TC with a cover letter that you will be sending that letter to the Dept. of Insurance informing if you do not receive payment in X days.
