The https:// prefix means that SSL or its replacement, Transport Layer Security (TLS), is being used. This serves two purposes:
1. It provides a digital certificate more or less proving who owns the website
2. It protects information in transit between the website and the person browsing the website.
The first reason is helpful to assure people that the website they are visiting really belongs to who they think it belongs to, even if no confidential information is being passed back and forth. That's why a bank might use it for their home page, even though nothing on the home page is secret.
