I recently got my LiveScan Fingerprinting credentials here in California. I had to fill out a form for the DOJ, get a bond fingerprinting and background check. That was it.
I'm pretty sure, though, that you have to actually be authorized to do it.
Now I just have to come up with the $4000-$6000 for the LiveScan equipment!

Who required you to get a bond? I'm a Live Scan service provider, and the only bond I have is for my notary commission.
You probably have your fingerprint roller certificate. The DOJ requires you to actually produce a bill of sale to even APPLY to become a Live Scan service provider. The company I bought my equipment from required half down to release a bill of sale; then they hold the equipment until you've been approved. Anybody who has a CA FPC can roll Live Scan for another provider if that provider puts them on their roller list with the state (or something like that)...it's just becoming an actual provider that is the headache. You will not get the equipment required to process Live Scan unless you're approved by the DOJ, and the DOJ won't even process your app unless you put down the money. It's expensive and time-consuming.
