MD Finance Affidavit

Have an early Short sale/Purchase tomorrow. Just in case I don't get a call back from the Title company.
I would appreciate a response on the following:

Why is the PG County Finance Affidavit included on a Short Sale. It's not a refinance. Not sure whether it's his primary home or investment property. Can't reach the borrower.

What is the borrower to initial. Would appreciate your thoughts on this.
