As long as you report your income, the 1099's are not necessary.

Blue is 100% correct.
First, try to contact the payer. If it doesn't get to you February 15th, call the IRS at 800-829-1040 to report it.
You do NOT need all your 1099s to file your taxes. Accurately reflect your income (you do keep track of such things hopefully) and report it without the documentation.
Now, if you file and get a 1099 that you forgot about(not the above situation since you hadn't "forgot" the income), you need to amend the return. The form is 1040X.

I agree with everything you said except calling the IRS at 1-800-829-1040. There is no assurance of getting a correct answer or getting through the phone lines.
If you really want a corrected 1099, send the sender a registered, certified letter that he or she must sign for. If there is no response you have proven that you attempted to correct the 1099 when the IRS or state taxing agency sends a letter about the problem. Consider it the same as collecting money from some of these SS. This would also put the responsibility to the SS for not responding and fixing the problem.
