...does the right to cancel expire on midnight of the third day or the fourth day?

Since the day of signing is never counted to begin with

it would be midnight of the third business day AFTER the signing.

The answer is Yes

3 days if there is no holiday in the next 3 days
4 days if a holiday is involved

If the signing is on Sunday January 27th it's Wednesday January 30th.
If the signing was on Sunday January 20th or 21st (MLK day) it's Thursday January 24th.

I keep a printed copy of the Rescission Calendar in my briefcase just in case Wink
