Pc question regarding cursor

Can someone tell me what that circle beside the cursor is called? Lately it has been running constantly like a program is running in the background. It is irritating.

I restored it to a certain date and it stopped. Will see how long it works.

This can happen because you have a virus using up a lot of memory or because your antivirus program itself uses up a lot of memory.
