I heard an ad on the radio today about being underwater and qualifying for a refi. Didn't get to listen as traffic was horrendous as well as bad storm going on - everyone doing 20 mph on the interstate.

Harp II doesn't have any LTV requirements--works for

no equity or underwater situations.
