I don't wish him luck. Everything I've seen suggests legitimate requests for notary protests, if there are any in this day and age, are vastly outnumbered by improper requests (although the requester may not understand the request is improper).

The fact that the person has no photo ID is probably not a coincidence. I've had the same experience. The only times I've come in contact with that kind of request was by someone trying to opt out of responsible participation in our society (IMO). One time the person asking didn't mention "protests" specifically, but that's what it ended up being all about. I ended up declining to notarize and wasting my time. It was a very long time ago, so I don't remember the specifics, but he was trying to get me to certify something that I don't have the authority to do. Plus, he spent a lot of time trying to talk me into it and spouting off about how our government is unconstitutional, etc., etc. Don't want to get political here, but what he was talking about sounded like anarchy to me. I'm not having any part of what he was trying to pull off.
I should add that if he was requesting a legal notarization, my opinion would have been irrelevant and I would have completed the notarization regardless of my opinion about his beliefs or the content of the document. But he wasn't going to talk me into it by saying that our laws don't matter!
