It sounds like your carrier. I had a problem with Virgin Mobile in Las Vegas, but it works fine in Missouri and Kansas. I also have the 4S.

Dropped calls and dead zones are usually provider issues.
Solution: change to provider with best coverage in your frequented area.

I can tell you this, If your carrier is Verizon, you need to update your Roaming & Cell Towers once per month. To do that you type *228 ( that is STAR 228) and press send. You will be given 2 options, #1 is to set up new phone, #2 is to do an update. I do not know about other carriers, But it will help if you have Verizon.

There have been some problems with IOS 7. Do you have the latest upgrade? Check your phone. Also google search the problem. It has happened to me a couple of times. I know on the iPhone 5 there is a problem if you touch the screen in several places durining a call you disconnect. So to answer you most likely it is ios 7 glitch.

Actually, I do have the latest ver. 7.02, The only problem my wife & I have with the new ver. is that the battery runs down faster. Every now & then the phone gets slow or locks, but that is solved by closing the open programs, just like you do on your computer. a suggestion is make sure you turn off what is not needed, such as back ground refresh or the location monitoring for a dictionary & so forth.
