Helping a person with no ID
There is a homeless vet that is a nice person. His problem is that he has no acceptable ID for CA. He needs to get a birth certificate to get a replacement SS card to get a DL. My question is can I use any of the following to help the process.
1. One Credible witness who knows me and the person (since I know the person too). 2. Two Credible witnesses who know the person. 3. Cannot do anything to help as a notary if the request for a birth certificate requires notarization. 4. Other option that my brain didn't consider

He should be able to get all he needs with a copy of his DD214.

Good one Linda.......he probably doesn't have his DD214 but there are people that work at the local VA hospitals that help vets get those. He should go to his VA hospital for help. I recently did a refinance for a gentlemen who works at our local VA hospital as a social worker of some sort and was talking about helping vets get their paperwork that they need to file for their disability.

If he was born in CA (better check that he was) there are many who might be able to help. See

Besides the various approaches to being able to notarize for the vet that sueharke mentioned, there are others that could apply, such as parents, spouse, siblings, and children.
He might be able to get a legal aid organization to apply as his attorney.
Maybe the VA could request it, since representatives of government agencies can request CA birth certificates.
Maybe his state or US representative can help.
If the above fails, the American Red Cross might be able to help. See

Here is a link for DD214 request. http://www.archives.gov/veterans/military-service-records/ You can also have him contact his American Legion. They have people on their board appointed to help vets with these kinds of situations. Good Luck and thank you for helping this Vet.

Better yet... have him contact his local Veteran Service Officer -- those guys will help him in a snap. A lot of people don't know this, but every county in the country has a VSO (or several) that work with vets, and gets them.

As for this guy... he can't get a current ID until he can provide a birth certificate to the DMV. So, in his case, I'd totally use two credible witnesses. I do it all the time.
BTW, in CA.... most of the military IDs are the newer smart cards and CA notaries can't accept them as ID. It's best that he get a passport or state ID card.

Credible Witness.... for sure
Sue, this is the perfect example of when to use credible witnesses. He can't get ID from the DMV until he can provide a birth certificate. He can't get the birth certificate without having the request form notarized.
So, use credible witnesses.

Thank you everyone who replied. I will do my best to help this person get the document(s) he needs to get his first step forward to a new life (and VA benefits). Will reply back once I get it done.
