It was wrong because the reason they gave for wanting to do it (something to do with the Voting Rights Act) didn't pass the sniff test - SCOTUS told them to take a hike.
The census is supposed to count all people, not all citizens. By asking for citizenship status, you set up a situation where non-citizens might decline to be counted, which can lead to underrepresentation in Congress. |
